Sabey Data Centers is advancing a planned two-building data-center campus at 6400 Kentucky Avenue in Decatur Township, Indianapolis. The owner's August 27 project update projects $4.25 billion of taxable capital investment across real property, Sabey-owned infrastructure and equipment, and future tenant IT equipment. Sabey currently targets a Q2 2027 construction start and phased occupancy from Q4 2029 through 2035.
The scale is substantial: roughly 130 acres, two data-center buildings with a combined plan footprint of approximately 1,062,500 square feet, and a ten-acre onsite electrical substation. An AES Indiana will-serve letter says the utility expects to provide up to 250 MW over a five-year ramp and anticipates initial infrastructure upgrades by Q4 2027. Exact service timing, final upgrade cost, building-level critical IT load, tenant allocations, and the energization sequence remain subject to later agreements and engineering.
This is a planned project with approved land use and preliminary tax-abatement action. Current sources do not identify a tenant, construction financing, notice to proceed, building permits, general contractor, EPCM, architect of record, building MEP engineer, electrical contractor, substation EPC, fiber carriers, specialty low-voltage firms, equipment vendors, or commissioning authority. The construction target and investment figures describe Sabey's current plan; they do not establish active field mobilization or executed construction awards.

Sabey's Decatur Technology Park project site identifies Building A at approximately 572,500 square feet and Building B at approximately 490,000 square feet. The current site plan also shows the substation, internal roads, stormwater areas, setbacks, and a 200-foot residential transition yard. Those figures define the present planning basis. Final design documents, permit sets, construction packages, and tenant-driven interior requirements may change the delivered scope.

The three categories should remain separate. The $4.25 billion total is a projected taxable-capital figure tied to the development and proposed abatement structure. It is not a single general-contractor contract value, a financing close, committed spend, or spending completed to date. Sabey's March plan of operation used an earlier $2 billion to $4 billion planning range. The August owner release provides the current breakdown for reporting.
The Indianapolis Metropolitan Development Commission's August 19 agenda lists preliminary resolutions 2026-A-042 and 2026-A-043 for the project entity, Sabey Data Center Properties LLC. The municipal agenda describes a recommended ten-year real-property abatement and a fifteen-year enhanced personal-property abatement. Final action, executed terms, performance requirements, and any development agreements remain important public checkpoints.

Sabey and National Real Estate Advisors describe the campus as a joint-venture development. The public record supports Sabey as the owner, developer, and future operator, while National serves as the investment manager. It does not currently identify a tenant or lease, and it provides no source-backed basis for assigning the project to a familiar data-center general contractor, engineer, electrical firm, or integrator.
Faegre Drinker is named in the project filing as counsel and filing agent. American Structurepoint prepared the project's trip-generation comparison. Those are useful project-specific roles, but they remain narrow. The traffic memo does not establish American Structurepoint as the campus civil engineer, architect, MEP engineer, telecom designer, or construction manager. The filing role does not establish Faegre Drinker as a delivery-team contractor.
Power and site infrastructure
The power path is the project's strongest early construction signal. AES Indiana says it expects to serve up to 250 MW over five years, with initial infrastructure upgrades anticipated by Q4 2027. Sabey says it will fund its allocated onsite substation and transmission infrastructure costs. The reviewed documents do not disclose the final utility service agreement, requested service voltage, transmission route, substation ownership at turnover, protection-and-controls design, transformer and switchgear vendors, substation EPC, testing authority, or building-by-building energization schedule.
Those details will determine whether Sabey's Q2 2027 construction target aligns with long-lead electrical equipment and the Q4 2029 first-occupancy target. Actionable milestones include an executed service agreement, detailed utility upgrades, substation permits, transmission approvals, transformer and switchgear orders, civil release, protection studies, backfeed, and first energization. The 250 MW figure is the utility's expected campus ramp; it should not be restated as verified day-one load or building-level critical IT capacity.
The project also depends on water, sanitary, and possibly gas coordination. A Citizens Energy Group availability letter identifies nearby mains, while explicitly leaving capacity, demands, discharge limits, connections, improvements, easements, and permits for later review. Sabey plans closed-loop cooling, which reduces routine water demand relative to evaporative designs. Final mechanical design, makeup-water needs, leak detection, controls, alarms, and emergency sequences remain part of the future engineered package.

A two-building campus across roughly 130 acres creates a large outside-plant coordination problem. Utility work, campus fiber, security, fire, roads, drainage, and future carrier routes will share corridors. Civil, electrical, and communications teams will need coordinated duct banks, handholes, vaults, building entrances, route diversity, separation, grounding, pull plans, labeling, spare capacity, test requirements, and accurate as-built records.
The ten-acre substation adds an operational-technology layer before the data halls come online. Protection relays, utility telemetry, metering, SCADA, EPMS, generator controls, BMS, cooling controls, alarms, time synchronization, historian data, security networks, and cybersecurity boundaries must operate across multiple phases. Future package documents should define who furnishes each network, who integrates the points, which protocols are allowed, and who witnesses functional and failure-mode testing.
Security and life safety will start at the property line. Vehicle screening, perimeter detection, video surveillance, visitor management, access control, intercoms, secure doors, resilient security networks, fire alarm, suppression interfaces, emergency communication, and public-safety radio coverage are normal design lanes for a campus of this type. They are practical opportunity categories rather than claims of awarded Sabey packages.
Jobs, union work, and contractor readiness
The March plan estimates roughly 500 onsite construction workers during the multi-year build. Sabey's August release says the company executed a local-union labor agreement, but the current public sources do not identify the general contractor, signatory locals, bid list, package holders, or active project openings. Trade-specific hiring should be treated as a future milestone until Sabey, a selected construction manager, a union, or a contractor posts project-linked opportunities.
Sabey also projects 75 full-time permanent positions at an average annual wage of at least $104,000 or 125 percent of the Marion County average when the jobs are created. Facilities, controls, security, network, maintenance, and commissioning roles may emerge as occupancy approaches. The scheduled range extends from Q4 2029 through 2035, so operations hiring will likely follow phased construction and energization.
Contractors can prepare with documented mission-critical experience, safety performance, bonding and insurance capacity, staffing depth, BIM coordination, manufacturer certifications, QA procedures, material tracking, cybersecurity practices, test records, and digital closeout examples. Fiber and ICT teams can use BICSI education and certification for design, installation, pathways, project management, and documentation. What would move the project into construction
The first checkpoint is the final abatement record for 2026-A-042 and 2026-A-043, including adopted resolutions and executed terms. The second is an executable delivery path: construction financing, tenant commitment, notice to proceed, building permits, bid invitations, contractor prequalification, or named design and construction firms. A Q2 2027 owner target becomes a verified field start when permits, mobilization, grading, foundations, substation work, or other source-backed activity appears.
The power package is equally important. An executed AES service agreement, detailed upgrade cost, transmission route, substation EPC, protection-and-controls team, equipment orders, and phased energization targets would clarify the schedule. Carrier announcements, fiber-route permits, road and utility releases, generator and air filings, and project-specific workforce notices would add the next layer.
