Google's Project Skye is a source-backed five-building-plus Chesterfield campus in active permitting, with three substations planned and the GC and low-voltage package map still open.
Google's Project Skye has moved beyond a generic Chesterfield County development announcement. The U.S. Army Corps of Engineers public notice NAO-2026-00282 / VMRC 26-0360 identifies Google LLC as applicant for a mission-critical campus south of Genito Road, east of Moseley Road, and north of Duval Road. The filed plan calls for at least five data-center buildings, three substations, roads, utilities, parking, and stormwater facilities.
That is enough detail to establish a real new-construction opportunity, but not enough to assign a construction package. Public sources reviewed for this report do not name a general contractor, EPCM, vertical architect, electrical contractor, specialty low-voltage contractor, or commissioning agent. They also do not disclose Project Skye-only capital cost, MW, critical IT load, building area, construction employment, or permanent operating jobs.
The site is the Upper Magnolia Green property at 4201 Moseley Road in Moseley. Chesterfield County's July 2026 data-center status page lists that address as zoning approved and sets a maximum public-water entitlement of 1.755 million gallons per day. That figure is a contractual ceiling, not measured consumption and not evidence that the campus will use that amount every day.

The permit record shows current movement rather than a stale announcement. A July 29 Project Skye submission posted July 30 identifies Timmons Group as Google's environmental consultant and responds to a Virginia Department of Environmental Quality request for additional documentation. The filing proposes a mitigation plan involving 43.45 wetland credits and 9,261 stream credits from Clearwater Ventures and Bridgeport Mitigation. Those numbers describe environmental mitigation, not campus acreage or construction quantities.
The Corps notice describes impacts to 17.99 acres of forested wetlands, 8,115 linear feet of stream channel, conversion of 7.23 acres of forested wetlands to emergent wetlands, and temporary effects to 125 linear feet of stream channel. For contractors, the practical signal is timing: environmental acceptance affects when clearing, grading, roads, duct banks, utilities, fencing, temporary security, and vertical packages can mobilize.
Google independently confirms the broader location. Its current Virginia data-center page says a Chesterfield County campus is in development. Google's Virginia investment announcement commits an additional $9 billion to cloud and AI infrastructure through 2026 and includes a new Chesterfield data center. That money spans Virginia infrastructure and cannot be allocated to Project Skye alone.
This distinction matters because Chesterfield has three separate Google project families. Project Skye is the Upper Magnolia Green / Moseley Road campus. Project Peanut is at 2100 Bermuda Hundred Road, and Project Loch is associated with the Watkins Centre property. Contractor announcements, permits, jobs, and utility records must be matched to the correct address and alias before they are treated as Skye evidence.

Timmons Group's exact Project Skye role is supported by the permit record. Its company website provides a direct account and contact path, but it does not expand the source-backed Skye role beyond environmental consulting and permit support. Public evidence still does not establish Timmons as vertical architect, civil contractor, EPCM, or technology designer for the campus.
Power infrastructure is also moving, but the scope boundary must stay clear. The Virginia State Corporation Commission final order in PUR-2025-00073 authorizes Dominion's Duval-Midlothian 230 kV lines and Duval Substation with a June 1, 2028 in-service deadline. Dominion's Western Chesterfield project page shows permitting and engineering in mid-to-late 2026 and construction in 2027-2028.
The Dominion project supports growth across western Chesterfield, including the Upper Magnolia area. It is not a public statement of Project Skye's load, energization date, downstream distribution design, or electrical subcontract. Even the three substations shown in Google's permit scope do not establish their voltage, ownership, topology, or relationship to the regulated Duval facilities.
For low-voltage contractors, the strongest near-term story is site infrastructure. A campus with at least five data-center buildings requires long OSP routes, diverse building entrances, vaults and handholes, duct-bank coordination, carrier handoffs, campus backbone fiber, route records, grounding and bonding, and staged testing. Civil and electrical coordination begins well before racks or permanent facility systems appear.

The security perimeter may be one of the first technology packages to surface. Clearing and grading can create temporary needs for gates, credentialing, visitor processing, construction cameras, remote monitoring, lighting interfaces, equipment-yard coverage, trailer connectivity, and incident records. Permanent systems can later extend across site entries, loading areas, utility yards, operations spaces, telecom rooms, electrical rooms, mechanical areas, and data halls.
The procurement sequence will probably be layered. Early packages can include survey, environmental controls, erosion and sediment measures, clearing, mass grading, roads, wet utilities, stormwater, utility relocations, temporary services, and perimeter security. Later releases can split by building, central utility infrastructure, substation interface, site backbone, owner-furnished equipment, or turnover phase. A company that misses the first civil package may still have several chances to enter through fiber, security, fire, controls, networking, DAS, or commissioning.
That layered sequence also makes document control a differentiator. Teams should track which campus phase, building, drawing issue, owner standard, and permit package governs each bid. Scope gaps can form where civil duct banks meet electrical pathways, where carrier facilities meet the campus backbone, where temporary access control migrates to permanent badging, or where controls and security networks cross owner-managed boundaries. Clear responsibility matrices and interface registers can protect both pricing and closeout.
Fiber and structured cabling should be treated as multiple packages, not one generic cable scope. Watch separately for site OSP, carrier entrances, campus backbone, operations and support-space cabling, controls networks, security networks, fire-alarm pathways, rack and cabinet coordination, patching, labeling, optical-loss testing, OTDR traces, copper certification, redlines, digital as-builts, spares, and turnover records.
Fire and life-safety work can involve early-warning detection, alarm and suppression interfaces, supervisory signals, shutdown sequences, emergency-power behavior, releasing panels, central monitoring, public-safety radio coverage, and integrated tests. A five-building program also increases the chance of phased permits, repeated inspections, temporary occupancy boundaries, and version-control problems across drawings, point lists, and test documentation.
BMS, EPMS, SCADA, and other operational technology networks will have to connect equipment without blurring cybersecurity ownership. The package map may include controllers, panels, sensors, network switches, fiber uplinks, gateways, alarm routing, trend storage, dashboards, power-quality data, leak detection, generator and UPS interfaces, cooling sequences, and integration with owner platforms. Public records currently name no systems integrator.
Commissioning is likely to be a long, phased runway. Contractors should expect factory acceptance, site acceptance, point-to-point verification, network readiness, fiber validation, security and fire interfaces, cooling and power sequences, alarm testing, failure-mode exercises, integrated systems tests, witnessed owner procedures, training, punch-list control, and structured electronic closeout. The three-substation plan increases the importance of energization sequencing and clear system boundaries.
There is a source-backed workforce route even though Project Skye job counts are unknown. Google's data-center workforce page says it is investing $50 million in 2026 to help prepare more than 300,000 Americans for infrastructure roles across construction, electrical, plumbing, and sheet metal. Google's Virginia page also directs workers to electrical training and its Skilled Trades and Readiness program.
Google's data-center careers page describes facilities, electrical, hardware operations, safety, and engineering work across its campuses. Project-specific openings still need to be verified against the address, employer, and job description. A Virginia posting or a Chesterfield reference is not automatically proof that the role belongs to Project Skye rather than another Google campus.
Low-voltage crews preparing for this opportunity should be able to show mission-critical references, Virginia licensing where required, safety and EMR performance, site-access and lift training, fiber inspection and cleaning, fusion splicing, OTDR and optical-loss testing, copper certification, pathway and grounding coordination, access-control and VMS commissioning, fire-alarm acceptance support, controls point-to-point testing, calibration records, redline discipline, and digital closeout.
A competitive prequalification package should document labor capacity, regional supervision, QA/QC procedures, calibrated test equipment, manufacturer certifications, material tracking, prefab coordination, schedule control, cybersecurity awareness, commissioning experience, and examples of complete electronic turnover. Teams should also be ready for owner rules around device custody, photography, material screening, escorts, data handling, temporary connectivity, and work near energized or operating infrastructure.
The next useful signals will be permit acceptance, land-disturbance and clearing approvals, civil mobilization, temporary power and security, building permits, utility milestones, job postings, design-team announcements, prequalification notices, supplier releases, and named trade partners. Track Project Skye, Google Skye, Upper Magnolia Green data center, Google Moseley, 4201 Moseley Road, NAO-2026-00282, VMRC 26-0360, and PUR-2025-00073.
Bottom line: Project Skye is a source-backed, planned Google campus with at least five data-center buildings and three substations, tied to active environmental review and approved zoning. Timmons Group is the named environmental consultant, while Dominion's authorized western Chesterfield grid work provides area context. The GC, vertical design team, electrical contractor, permanent low-voltage package holders, capex, MW, building area, jobs, and campus schedule remain open. That is exactly why the project belongs on a contractor watch list now, before the package map is complete.
