Bell proposes 900 MW more at Sherwood. Explore the original construction team, conditional power plan, job forecasts and prospective low-voltage work.
Bell's Saskatchewan AI campus has a much larger proposed horizon. A September 14 announcement describes a path from the original 300 MW facility near Regina to a potential 1.2 GW hub, with total investment that could exceed C$50 billion across data-centre infrastructure, tenant computing equipment and related power generation. For construction firms, the useful distinction is the phase: the original build has started, while the additional capacity depends on a non-binding agreement and further decisions. Bell's expansion announcement sets out those conditions.
The project is in the Rural Municipality of Sherwood, outside Regina. It combines an identifiable construction team with a new power-development proposal, making it relevant to electrical contractors, fiber specialists, security integrators and controls firms. The immediate opportunity is to understand the existing delivery chain and watch for expansion-specific procurement. No reviewed source establishes a low-voltage package value or a bid deadline for the additional 900 MW.

Bell reported that original-phase site work began April 21, following a municipal development agreement approved April 20. Its May construction update identifies the early trades and includes dated progress photographs. Those dates establish construction activity on the original project. The photographs should retain their April and May context when reused.
The September expansion remains subject to customer commitments, commercial arrangements, permits and applicable environmental review. The province says it approved the proposal through its Data Centre Framework, while also stating that municipal processes and bylaws still apply and an environmental assessment may be required. That combination supports a qualified expansion story. It leaves several steps between the announcement and a fully executable construction programme. Saskatchewan's announcement explains the approval position.
Contractors should therefore attach a phase to every schedule, capacity and appointment. An existing team's presence can help identify informed contacts, but a new building, power plant or utility connection can have its own buyer and contracting structure. Before allocating an estimator, confirm which phase a request covers and whether drawings, responsibilities and commercial terms are available.
Keep the investment figures on their original basis
Bell's March backgrounder put its investment in the original physical facility at approximately C$1.7 billion, with computing hardware supplied and funded by tenants. Participating legal adviser Gowling WLG also described the original development in Canadian dollars and identified its construction-contracting mandate.
The September C$50B-plus forecast has a wider scope: the expanded infrastructure, tenant compute and power generation. A figure in the provincial release's ministerial quotation uses C$52 billion. These announcements do not establish a single signed construction contract of that size. The earlier facility estimate sits within a different scope and date; adding it to the latest headline would create an unsupported total.
LVN has not calculated a low-voltage dollar opportunity from either figure. Applying a standard construction percentage to a forecast that includes computing hardware and generation would introduce false precision. A credible estimate needs building area, network topology, security requirements, controls boundaries, material quantities and a defined delivery package. The project's scale is useful for prioritizing research; it is insufficient for pricing work.
The named construction chain
Bird's May 14 announcement identifies Bird Construction as lead construction partner for the original 300 MW facility, Alton Tangedal Architect Ltd. as architect of record, and George Gordon Developments Ltd. for participation opportunities beginning with site services. Bell and Bird also established a national preferred-partner relationship. The reviewed announcement does not confirm a separate award for September's added capacity.

Bell's May early-trade list adds Maxie's Excavating for earthworks, Behlen Industries for pre-engineered building supply, Soletanche Bachy Canada for piling, Ardel Steel for piling rebar, Amrize for piling concrete, Red Pelican for energy-code compliance and WaterMark Consulting for well-water monitoring. These are specific appointments for early work. They provide a concrete construction chain without establishing later electrical, cabling, security or controls awards.
Cerebras and CoreWeave are identified with the original facility's compute commitments. Expansion customer commitments remain a separate question. Likewise, a company delivering foundations or a building shell may be a useful coordination contact without buying the technology package a low-voltage contractor wants to supply. Outreach should ask for the responsible procurement route and a verified scope.
Power and cooling create important interfaces
Bell's current community information page describes the initial 300 MW as gross power demand served through a dedicated SaskPower feed. The added capacity would use Bell-funded natural-gas generation developed and managed by an unnamed operating partner. SaskPower, SaskEnergy and TransGas are named in consultations over siting, safety and pipeline routing. These statements leave the generation contract, equipment orders, gas reservation and final route unresolved.
The same page describes a sealed cooling loop with air-cooled heat rejection. Bell says normal operation will have no routine cooling-water demand; initial fill, domestic use and fire protection have separate requirements. Heat reuse is being studied. These remain attributed design commitments, including Bell's claims about grid and rate impacts.
For an integrator, the practical question is where one system hands responsibility to another. A data hall, cooling plant and generation facility may use different controls vendors, alarm systems and commissioning teams. A useful interface schedule names the signal, protocol, point owner, alarm destination and acceptance test. It also identifies which party supplies the network connection and maintains the configuration after handover. Those details determine effort more directly than the campus headline.

Fiber preparation can begin with capabilities that apply across projects: connector inspection, cleaning discipline, loss testing, trace records and accurate labeling. The Fiber Optic Association's installation guidance is a useful technical resource. Sherwood's eventual specifications must determine the approved methods, products and acceptance limits. A generic certification or training course does not establish eligibility for this particular job.
On controls and security work, prepare examples of coordinated drawings and successful handover. A strong capability package can include a sample point schedule, anonymized test record, commissioning issue log and an explanation of who provides ongoing support. Keep any past customer's protected network information out of these examples. Buyers need to see that a team can deliver documented systems and resolve interface problems.
Jobs, trades and skills: forecasts versus hiring signals
The expanded development carries forecasts of 800–1,200 construction, engineering and technical roles, up to 600 permanent operations and management positions, and up to 3,000 offsite or community roles. The province separates permanent employment into up to 500 operations/generation jobs and approximately 100 headquarters positions. These categories describe projected employment; they should not be summed into a claim about available vacancies.
Two accessible Bird listings provide more specific skills evidence. The Project Manager, Electrical posting explicitly names Bell AI Fabric in Sherwood. It covers estimating, supplier and subcontractor coordination, scheduling, shop drawings, quality and project closeout. It asks for an electrical journeyperson credential or relevant education and experience. The text mentions Canem, which warrants further verification before assigning that company a separately awarded project package.
The VDC Coordinator posting also names the project. VDC means virtual design and construction: using coordinated digital models to plan and check the build. Bird describes model administration, mechanical/electrical/plumbing coordination, laser scans, schedule visualization and closeout information. Revit and collaboration skills feature in the requirements. For an LV foreman or designer, the practical takeaway is the value of reading coordinated models and supplying accurate installation records.
These pages were accessible during research. Application processing and unfilled positions were not independently confirmed. Their original-project duration wording should stay attached to the original job context. The next documents that matter
Bell's original backgrounder forecast two halls entering service in the first half of 2027 and two later in that year. Those are historical target windows. A current construction programme, phased turnover plan and expansion schedule would give subcontractors a firmer basis for staffing and material lead times. The original site's described acreage should also remain distinct from an unverified expansion footprint.

- Power: identify the generation operating partner, contracting team, gas arrangements and delivery milestones.
- Procurement: look for phase-specific design appointments, prequalification instructions and electrical or technology packages.

A short, factual capability introduction can become useful once the responsible buyer is known. Include the systems your company delivers, relevant project experience, geographic coverage and capacity. Ask which procurement channel is appropriate and when documented scopes will be available. Treat an expression of interest as relationship development until a real solicitation or contract defines the work.
